JOB
Oversees all administrative, technical, and managerial functions of the Facilities Management Division of the Public Works Department. Work includes coordinating the design, construction, maintenance, and repair of all City facilities, including building expansion and modification. This position is responsible for planning and directing the activities of the Facilities Management Division and construction, maintenance, and custodial services programs. Assignments are broad in scope, requiring independent judgment and decision-making. The position reports to the Assistant Public Works Director.
EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:Bachelor's Degree in Business Administration, Public Administration, Construction Management, or a closely related field and seven (7) years of progressively responsible experience in an administrative and supervisory capacity with a working knowledge of all the divisions of the Public Works Department; or an equivalent combination of education and experience*
- If a candidate cannot be identified with both a Bachelor’s Degree and related experience, those with a requisite combination of suitable education and experience may be considered with a commitment to complete a Bachelor's degree in an agreed upon timeframe.
At least two (2) years of supervisory or lead experience such as hiring, scheduling, performance management/improvement, or professional development
Certified Facility Manager preferred
Valid Driver's License
Knowledge, Skills, and Abilities:Knowledge of building construction, project management, building maintenance, roofing systems, air conditioning, and air handling systems, and applications of paintings and coatings
Ability to:establish and maintain a facilities maintenance work management system with complete building and facilities inventory, including maintenance schedules and suggested replacement of major building components
plan, organize, and supervise the work of various staff of skilled and semi-skilled personnel
establish and maintain effective working relationships with subordinates, City officials, and other City department personnel
communicate clearly and concisely both verbally and in writing
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 80% inside a climate-controlled building and 20% outside, which may include driving.
Physical Requirements: The essential functions of the job require sitting approximately three (3) hours per day, standing approximately three (3) hours per day, and walking approximately two (2) hours per day. The job also requires frequent bending/stooping, climbing, grasping, and reaching, with lifting/carrying objects weighing up to 15 pounds; occasional pulling, pushing, and lifting/carrying objects weighing up to 44 pounds; and, on rare occasions crawling, fine manipulations, kneeling, repetitive motion, and lifting/carrying objects weighing more than 45 pounds.
Sensory Requirements: Hearing: Enough to understand what others are saying in normal conversation in person or on the telephone. Speaking: Enough to communicate orally with others and speak effectively on the phone. Seeing: Enough to see and read computer monitor screens, operate a vehicle, and read documents.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. It also requires proficiency with computer hardware and software programs, including word processing, spreadsheet and database applications, internet applications, and database management.
